>> HAZARDOUS WASTE

Hazardous Waste ( Management & Handling) Rules , 1989 were amended in 2003. 
There are about 200 Hazardous waste generating units in the State of Goa. Most of the Industries generate used oil / waste oil which is approximately 7000 Metric Tons, 13000 discarded containers and 9300 Metric tons per annum of other hazardous waste. The hazardous waste is mainly of two types. Waste which requires to be incinerated and the second type which has to be treated and then disposed in the landfill.

Presently State of Goa has no Common Treatment and Disposal Facility for Hazardous waste. As per Menon Committee report the State has to develop such a facility if the Hazardous waste generated exceeds 20,000 Metric tons.

The Chairman Goa State Pollution Control Board has taken the initiative to obtain permission from the Government of Maharashtra to treat and dispose the hazardous waste generated in State of Goa at Taloja. Chairman, Goa State Pollution Control Board had meeting with the Environment Minister of Maharashtra on two occasions. The permission from the Government of Maharashtra is awaited. A joint facility for Southern Maharashtra & Goa is also proposed at Kudal in Maharashtra.

A proposal for setting up a hazardous waste treatment and disposal facility in Goa is also initated. This being an infrastructural requirement of the Industry it is proposed that Goa Industrial Development Corporation should take the initiative to establish such a facility in Goa. The Dy Chief Minister & Minister for Environment in a meeting convened on 5th August in the Confernce Hall of the Board had directed the Managing Director, IDC to conduct Geo Technical Studies and Environment Impact Assessment Report for the proposed site.


“Hazardous waste” means any waste which by reason of any of its physical, chemical, reactive, toxic, flammable, explosive or corrosive characteristics causes danger or is likely to cause danger to health or environment, whether alone or when in contact with other wastes or substances, and shall include-

(a) wastes listed in column (3) of Schedule 1;

(b) wastes having constituents listed in Schedule 2 if their concentration is equal 
to or more than the limit indicated in the said Schedule; and

(c ) wastes listed in Lists ‘A’ and ‘B’ of Schedule 3 (Part A) applicable only in 
case(s) of import or export of hazardous wastes in accordance with rules 12, 
13, and 14 if they possess any of the hazardous characteristics listed in Part 
B of Schedule 3.

Explanation.- For the purpose of this clause,-

(i) all wastes mentioned in column (3) of Schedule 1 are hazardous irrespective 
of concentration limits given in Schedule 2 shall be applicable only for wastes or waste constituents not covered under column (3) of Schedule 1;

(ii) Schedule 3 shall be applicable only in case(s) of import or export.
